As Chief Operating Officer, since the inception of the Dubai Financial Market (DFM) in 2000, Mr. Hassan Al Serkal spearheaded the Market Control and Information Technology divisions in the formulation and implementation of progressive market control policies and IT strategies.

Mr. Al Serkal was instrumental in the introduction of X-Stream, the world-class trading system enhancing efficiencies and SMARTS, the innovative surveillance system driving greater transparency of trading.

Before joining DFM, Mr. Al Serkal headed the Information Technology division in the Department of Economic Development of Dubai, since its creation in 1993.

Mr. Al Serkal championed the smooth transition of application systems from the Dubai Municipality to the Department of Economic Development.

Mr. Al Serkal’s career began in 1988, as a Computer Analyst for Etisalat, one of the leading telecommunications providers in the United Arab Emirates, where he spearheaded a new Service applications processing system for subscribers and services combining multiple systems across Etisalat branches and remote offices in the UAE.
